from my student exchange experience:

clothes that you can make a lot of different outfits for, toiletries, basic make-up and jewelry for school, linens, laptop, pictures and things that'll make you feel at home

i don't think it'll be that big of a change from vancouver to victoria once you get used to the area. they basically have the same products available in stores so just bring a small amount of toiletries for use while you settle down. since it's not that far, you can always have someone send you things that you missed!
