They might not be able to cut European hair as they are mainly are used to Asian hair but I know the ones at Zeal go for more training. You need to ask if they can cut your hair when you call as they might not be all trained to cut Caucasian hair. There is a huge difference with the Japanese techniques as they do lots of layering and undercutting with the purpose of needing to use very little product. I was blown away at how different their techniques were compared to all the Caucasian stylists I had before.

Otherwise, you might try Mona at Markus J Hair on Broadway. She does some really incredible and creative stuff with Asian hair and I am sure she can do something for European hair too as her clientele is more varied than a Japanese salon as she is Canadian. But as she has won lots of hair competitions she is probably not going to be $100 for a cut and colour but she is in my top Five of hairstylists when I used to go to her.
