Um, you guys do realize that it is PER CAPITA. Therefore, if a smaller town has more crimes per number of people in that town, than a large city, the smaller town would be considered more dangerous. Surrey probably has more crimes, in pure numbers, as compared to, say Prince George, but they have more crimes as compared to their population size.
