I have three dresses like that LOL. I got mine from H&M and Urban Outfitters (A+ for quality & price)
but if you're going to wear it for just once, you can get them from the stores that sw33tmil3s mentioned :)

some other stores that will have it: Aritzia, Banana Republic, American Eagle (similar but not identical design)
