i entered that contest... and it says i won. but i hv to pay $169 so i can get my award and my medal??? how does that work? and it also says that i can, if i choose to, take a vacation down to las vegas to showcase my photo... i'm confused~~~ why do i have to pay money to get an award? should i email them back?

There's no harm in emailing them back. But remember, as a rule of thumb when entering ALL contests, you shouldn't have to pay anything to claim a prize.
